    fix: don't run a nix installer on qemu image build (#1916)
    
    * fix: Detect if it's running on a self-hosted runner and skip nix install
    
    * fix: limit to arm-native-runner
    
    * fix: can just not run in workflow
    
    * fix: remove logic
