    Update obsolete comment.
    
    Commit b52b7dc25, which moved code creating PartitionBoundInfo in
    RelationBuildPartitionDesc() in partcache.c (relocated to partdesc.c
    afterwards) to partbounds.c, should have updated this, but didn't.
