commit aae38928617084685378564e35ecc57bf11f548d
Author: Tatsuo Ishii <ishii@sraoss.co.jp>

Fix watchdog_setup to not fail when -n is not specified.
watchdog_setup failed if -n (number of PostgreSQL clusters) is not
specified. Now if -n is not specified, assume "-n = 2", which is same
as in pgpool_setup.
