    Clarify restrict_nonsystem_relation_kind description.
    
    This change improves the description of the
    restrict_nonsystem_relation_kind parameter in guc_table.c and the
    documentation for better clarity.
    
    Backpatch to 12, where this GUC parameter was introduced.
