    Add EXPLAIN (IO) instrumentation for TidRangeScan
    
    Adds support for EXPLAIN (IO) instrumentation for TidRange scans. This
    requires adding shared instrumentation for parallel scans, using the
    separate DSM approach introduced by dd78e69cfc33.
