    ci: fix yq not found in manual QEMU build dispatch (#2427)
    
    * ci: use nix yq in manual-dispatch version check
    
    Bare yq isn't on PATH on this runner.
    
    * ci: move manual-dispatch version check after Nix install
    
    nix run nixpkgs#yq needs nix on PATH, which Install Nix provides.
