Generally speaking, I agree with moving/deleting files if it makes sense.
But in regards to web/pgadmin/tools/datagrid/static/js/datagrid.js, it
looks like this is still being used in
web/pgadmin/tools/sqleditor/static/js/sqleditor.js with
Datagrid.create_transaction
