Thanks Ray. That link redirects back to the Wiki. As you have
suggested, installing Postgresql is the first step. It seems that
installing 'pgadmin' assumes one already has a Postgresql db
installed/setup.

Have read many articles to help and there was progression to the point
of starting the Postgresql server. Then the content of the error msg
changed to 'fatal and it was password related.  Found this video at
https://www.youtube.com/watch?v=3DvFENJpe6eJU , followed the steps and
was able to complete the 'register server'.  I have it all documented
so that the next fresh install will be easier.
