These libpq5 file are found inside /usr/lib64:

/usr/lib64/libpq.so
/usr/lib64/libpq.so.5
/usr/lib64/libpq.so.5.17

It's on the AlmaLinux 8 (x64) and AlmaLinux 9 (x64) machine.

The primary concern is at undefined symbol: PQchangePassword
