Marking this as ready for review. The scope is large but the commits are split by phase and topic, so reviewing commit-by-commit should be tractable — happy to walk through any section in more detail if helpful.

Plan is to land this as a merge commit (rather than squash) to keep the per-phase history intact. Will hold off on merging for a few days to give reviewers time.
