Hi all,
I am looking for source code of libpq for Postgresql 12 and 14 for
compiling with OpenSSL 3. Any pointer will be helpful.

There is not a separate download of libpq available. Just get
the full postgresql-NNN.tar.bz2 source tarball from
https://www.postgresql.org/download/
