Im looking for a tool to load data to an Azure Postgres PaaS environment.
Can anyone recommend any solutions?

Simple psql is at your service. Look for the \copy command

Beyond "use psql and COPY to load simple delimited files" (*every* DBMS has
a tool for loading delimited files), we can't be more specific without
knowing what the input files are like.
