pg_qualstats 2.1.4

The PoWA team is pleased to announce the release of the version 2.1.4 of
[pg_qualstats](https://github.com/powa-team/pg_qualstats), a PostgreSQL
extension keeping statistics on predicates found in WHERE statements and JOIN
clauses.

Changelog

- Bugfix:
    - Teach joins about joinqual attribute (Julien Rouhaud, thanks to Tatsuro
      Yamada for the report)
- Miscellaneous:
    - Add support for PostgreSQL 19 (Georgy Shelkovy, Julien Rouhaud)
    - Fixed typo README.md (github user isaurabhuttam)
