It looks like several of the buildfarm members have problems with this
commit.  I'm seeing failures like

gmake[2]: Entering directory `/usr/data/pgbuildfarm/buildroot/HEAD/pgsql.27779/src/backend'
msgfmt -o po/de.mo po/de.po

po/de.po:19996: missing `msgstr' section
