psql: Tab completion for CHECKPOINT FLUSH_UNLOGGED boolean options

Tab completion for CHECKPOINT options contained FLUSH_UNLOGGED, but
the boolean value was not part of the completion.  Fix to make this
consistent with other boolean values.
