Neither of the locales are empty strings.

The sentence with the "empty string" refers to the example that was before:
CREATE COLLATION "und-u-co-emoji-x-icu" (provider = icu, locale = '@collation=emoji');
There is nothing, that is an ampty string, before the "@".
