Possibly. That error will cause an error message in the PostgreSQL server log. Ask your DBA to find that error message and tell you what it says. Usually, the message means that you provided the wrong password. To figure out what is going on, one would have to know how exactly you are trying to connect (the connect string, the data source definition) and what is in the database server's "pg_hba.conf".
