I plan to start writing the PG 19 release notes this week, and will post
a draft version a few days after the PG 19 feature freeze:

	April 8 Wed   12:00p  PG 19 feature freeze, time zone UTC

I am starting earlier this year since I will be traveling a lot after
April 18.  Of course, I will continue updating the release notes until
our final release date.  If people want to handle the major release
notes differently this time, please let me know.
