Allow to create Incrementally Maintainable Materialized View (IMMV)
by using INCREMENTAL option in CREATE MATERIALIZED VIEW command
as follow:

     CREATE [INCREMANTAL] MATERIALIZED VIEW xxxxx AS SELECT ....;
