Subject: [PATCH v3 4/4] Add wal_buffers_full to VACUUM/ANALYZE (VERBOSE)

Now that wal_buffers_full is part of the WalUsage struct, let's report it in
VACUUM/ANALYZE (VERBOSE) and autovacuum logs.
