The code continues to support both the original (one scan key at a time) and new (all scan keys at once) approaches, depending on whether the consistent function accepts three or four arguments. This modifies the existing BRIN opclasses (minmax, inclusion) although those don't really benefit from this change. The primary purpose of this is to allow more advanced opclases in the future.
