Where can I find information concerning the latest version and download
information for the client interfaces for perl, python and Tcl/Tk? I am
running postgresql Version 7.4.3 on RHEL WS 3.0 operating system.

For the latest on Perl see DBD::Pg on CPAN (search.cpan.org) or GBorg
(gborg.postgresql.org).
For using any of the languages you list from within Pg see the "Server
Programming" section of the docs.
