This does not sound like a problem with your useage of libpq.dll, but more=
=20
that the backend is not accepting IP based connections. Can you connect wit=
h=20
pgAdmin II or orther ODBC vehicles?=20

If not, then look at pg_hba.conf to see which connections configuration=20
options are active..
