Hi,

IBM is performing maintenance works on the datacenter where the
apt.postgresql.org buildd for the ppc64el architecture is hosted, so
that machine is down and cannot perform any package builds. It is
expected that the downtime lasts until around the end of January 2021.

We will try to re-schedule any ppc64el builds for updates that were
missed once the machine is back.
