I'm running postgresl-9.6 and postgis2_96 on Centos 7.3.1611.  The 
system runs yum-cron, so updates automatically.  Today I couldn't find 
shp2pgsql.

[rmiller@shdev ~]$ which shp2pgsql
/usr/bin/which: no shp2pgsql in 
(/home/rmiller/perl5/perlbrew/bin:/home/rmiller/perl5/perlbrew/perls/perl-5.22.0/bin:/usr/lib64/qt-3.3/bin:/usr/local/bin:/usr/bin:/usr/local/sbin:/usr/sbin:/home/rmiller/.local/bin:/home/rmiller/bin)
[rmiller@shdev ~]$ locate shp2pgsql
/etc/alternatives/postgis-shp2pgsql
/usr/bin/shp2pgsql
/usr/share/doc/postgis2_93-2.1.8/README.shp2pgsql
/var/lib/alternatives/postgis-shp2pgsql
[rmiller@shdev ~]$ file /usr/bin/shp2pgsql
/usr/bin/shp2pgsql: broken symbolic link to 
`/etc/alternatives/postgis-shp2pgsql'
[rmiller@shdev ~]$ [rmiller@shdev ~]$ which shp2pgsql
/usr/bin/shp2pgsql: broken symbolic link to 
`/etc/alternatives/postgis-shp2pgsql'
