The python3-psycopg2 package is broken and unusable as it is.  It's 
missing the essential _psycopg.so file:

 >>> import psycopg2
Traceback (most recent call last):
   File "<stdin>", line 1, in <module>
   File "/usr/lib64/python3.5/site-packages/psycopg2/__init__.py", line 
50, in <module>
     from psycopg2._psycopg import BINARY, NUMBER, STRING, DATETIME, ROWID
ImportError: No module named 'psycopg2._psycopg'

Also, Fedora 24 provides python3-psycopg2 2.6.1 by default, do we really 
need 2.6.2 for pgadmin4?
