Hello all,

I have created a separate branch REL_16_STABLE for translations for 
PostgreSQL 16.  The "master" branch is now for translations for 
PostgreSQL 17.

I did this a bit earlier this year because some translators have already 
been active translating PostgreSQL 17 on their own.
