did some updating of techdocs today, ran across some open issues with the 
archives site while checking links and what not. not sure who has access to 
fix these... 

fix background color on http://archives.postgresql.org/pgsql-novice/
                                                                                
email links on pgsql-cgywin list point to pgsql-admin lists on 
http://archives.postgresql.org/pgsql-cygwin/
                                                                                
http://archives.postgresql.org/pgsql-fr-generale/
http://archives.postgresql.org/pgsql-jobs/
http://archives.postgresql.org/pgsql-hackers-win32/
are missing the menu like the other lists
