Well, I said "Barring me making a huge mistake", didn't I? Apparently I 
must have been tired when I put the pre-builts up there yesterday. The 
one you're using is for PostgreSQL 8.1 (i.e. the current development 
branch). I'll fix that right away. Thanks for reporting this. Stay tuned 
for a release named

pljava-i686-pc-mingw32-pg8.0-1.1.0.tar.gz (the pg8.0 is the significant part).
