If the requirement is to certified the momentary condition of the page, rather than any kind of endorsement or statement on the part of the project, it might be possible to have a third-party auditor document and certify the state of the page as of a particular date. While it is clear that InDevLab is not asking for an endorsement from the project, any official from the project can be interpreted that way.
