const-qualify ItemPointer comparison functions
Add const qualifiers to ItemPointerEquals() and ItemPointerCompare().
This will allow further changes up the stack. It also complements
commit aeb767ca0b0, as we now have all of itemptr.h appropriately
const-qualified.
