Enable warning like -Wstrict-prototypes on MSVC as well
This adds an MSVC warning option equivalent to those added in commit
29bf4ee7496 for GCC/Clang.
Note that this requires commit bccfc73acde (Disable warnings in system
headers in MSVC).
