This uses the new OUTDATED option for REINDEX.  If user asks for multiple job,
the list of tables to process will be sorted by the total size of underlying
indexes that have outdated dependency.

Patch applied to master.  Perhaps someday we will adjust tabs, but for
now, this is an improvements.  I made a few small adjustments myself.
