Late followup news: This feature has actually found a bug in
postgresql-debversion:

 CREATE OPERATOR > (
   LEFTARG = debversion,
   RIGHTARG = debversion,
   COMMUTATOR = <,
-  NEGATOR = >=,
+  NEGATOR = <=,
   RESTRICT = scalargtsel,
   JOIN = scalargtjoinsel
 );
