My environment setup as:

  show lc_ctype;
   lc_ctype
-------------
  fr_CA.UTF-8
(1 row)

fis=> SELECT 'Ä' ~* 'ä';
  ?column?
----------
  f
(1 row)

fis=> SELECT 'Ä' ilike 'ä';
  ?column?
----------
  f
(1 row)

I got the same result: false
