Assuming you are using psycopg2 the answer is here:

so:
cur.execute("INSERT INTO TRUCK2 VALUES (%s, %s)", (meme, address))
or
cur.execute("INSERT INTO TRUCK2 VALUES (%s, %s)", [meme, address])
