Most likely this is because the pg_amcheck-ja.po file you download 
already has translations adapted from other files integrated, but the 
percentage on the website reflects the file that is currently committed, 
  without anything additional merged in.  In other words, if you just 
download the file and commit it, then the percentage will go to 100%.
