I've tried the pugs.postgresql.org site for about the last hour, and
haven't been able to raise it. Is it down?

Marc is working on getting it fixed.  It should come up fine now.

There was a DDoS attack, but it looks like it is now fixed.

It seems that  "http://pugs.postgresql.org/"; has become unresponsive again.

I cannot reach the site as of 12:46 PM EDT.

My pings to the server (200.46.204.175) are also not being returned.
