Building on windows should be fairly straight forward if you have a 
setup that enables you to build PostgreSQL (i.e. msys, the GNU compiler, 
etc.). Consult the PostgreSQL website for more info on how to set this up.

Once it's set up, and once you have the PostgreSQL dev package installed 
(you don't need the full PostgreSQL source), you should be all set to do 
a normal 'make' from the msys shell.
