ERROR: could not load library "C:/Program 
Files/PostgreSQL/8.2/lib/pljava.dll"

I HAD TO REBOOT!!!

I restarted the postmaster service but that did nothing to fix the 
problem.  I noticed that all the postmaster processes disappear when the 
service is down.
