The package causes the following error under Redhat 6:

Requiers: perl(PostgreSQL::Test::Utils)
The RPM postgresql12-devel-12.20-2PGDG.*.x86_64.rpm was released for Redhat
versions 7/8/9, which fixes the error, but apparently not for Redhat 6.
