We used to have an effort to translate the docs, but it was abandoned
several years ago. What it mainly lacks at this point is a manager who
would be responsible for setting up the translation system, manage the
files, ensure that stuff is reviewed etc. I tried to describe the
system we had, here:

As I said, that effort died, so we need to start from scratch. One good
thing is that the Docbook files are now XML, not SGML anymore, so one
very nasty step that used to be required (as mentioned in that email) is
no longer there.
Maybe somebody still has the old PO files (converted from SGML) with the
Spanish translations that we had, so that we don't have to start from
scratch. However, I expect that most of it is going to be outdated and
maybe not even usable.
I would recommend to start by joining the pgsql-es-ayuda mailing list
and asking there. I'm sure there would be people interested in helping
out.
