Hi Max,
The professional services listing page is only a listing, not an
endorsement of services[1]. Further, the PostgreSQL trademark policy[2]
prevents organizations from officially claiming endorsement from the
PostgreSQL community. Unfortunately, we can't provide this requested letter.

This seems to amount to a policy of proving a negative - that no other
competitive vendors exist thus permitting an alternative acquisition
process. Seems like whomever is asking for this evidence should be the one
saying that another vendor exists and therfore both you and them need to
abide by the normal process.
The absebce of any other companies on the website is not itself evidence of
non-existence.
If you want something a bit more conclusive I’d ask on the -general mailing
list whether anyone knows of any such companies besides those listed at the
aforementioned web page. Those emails are archived, publicly accessible,
and timestamped. It provides a better attempt at proving the negative than
your original request.

If the requirement is to certified the momentary condition of the page, rather than any kind of endorsement or statement on the part of the project, it might be possible to have a third-party auditor document and certify the state of the page as of a particular date. While it is clear that InDevLab is not asking for an endorsement from the project, any official from the project can be interpreted that way.
